The Agent Registry is the control layer for Syntra workers. It defines what each worker is for, what tools it can use, what actions are blocked, and which skill pack governs its behavior.

Agent Registry V1: This is an internal foundation view. It does not execute agents yet. The OpenAI Agents SDK will be added later as an execution adapter under Syntra's workflow and approval system.
